Huntington Beach instructor assistant arrested on suspicion of lewd acts with minors

A 58-year-old man was arrested Thursday, April 15 on suspicion of engaging in lewd acts with at least four minors, Huntington Beach police said.

Detectives had been investigating Charles Jacques, of Huntington Beach, since March after allegations were made about his interactions with one minor, said Lt. Brian Smith.

During the investigation, detectives discovered there were more victims, Smith said.

“The incidents happened over the years,” Smith said.

Jacques has been employed with the Huntington Beach City School District since 2009 when he was hired as an instructional assistant substitute and later was hired as a regular employee, district officials said Friday.

But Smith said none of the victims were students at the district’s campuses, adding that Jacques knew them outside his work life.

He was put on leave pending the investigation from his job as an instructional assistant at Moffett Elementary School, where he has worked since 2018, district Superintendent Leisa Winston said.

“Instructional assistants work with students with special needs under the supervision of a certificated teacher,” Winston said in an email. “In this role, he was assigned to several different schools depending on student needs.”

In a message sent to district community members, Winston said that Jacques had previously cleared employment-related background checks.

Police said Jacques was arrested on suspicion of forced oral copulation with a minor, lewd acts with a minor, lewd acts with a minor under the age of 14, and child annoyance. Smith said he was being held in lieu of $2 million bail.
