Old, unused pipes at the Banning Ranch oil field that borders Costa Mesa and Newport Beach. The California Coastal Commission is reviewing a proposal by Newport Banning Ranch LLC to build homes and a hotel on the 401-acre oil field, one of largest privately-owned undeveloped parcels in the county. The Banning Ranch Conservancy opposes the development and wants to restore the coastal bluffs and wetlands.
