Because of risks posed by the coronavirus pandemic, the federal Department of Housing and Urban Development will allow Orange County to skip doing a mandated count of homeless people who are living without shelter.
The county last week asked federal officials for an exemption from the street count that is part of the Point In Time homeless census that HUD requires communities to undertake every other year. The decision won’t prevent a head count of people in shelters or other temporary housing that is set to take place during the last 10 days of January.
Orange County joins several other jurisdictions in Southern California that have been given permission by HUD to forgo counting unsheltered homeless people, which entails conducting in-person surveys at close contact. The county’s last full count took place in 2019 and recorded nearly 4,000 homeless people living without shelter.
