HERO program’s green-energy loans leave Southern California homeowners in red, critics say-media-9

While Amalitsa Anastasiou was getting bids for energy efficient windows for her Menifee home, a contractor told her about a HERO loan designed to allow her to pay for work over time. The loan program, run by the Western Riverside Council of Governments in conjunction with a private company called Renovate America, finances energy-efficiency.
